Thane Municipal Transport [TMT] — Senior citizens bus pass identify card

To issue an Identity Card a residence proof is required. TMT surprisingly does not accept voter ID card as a proof and demands Ration card for proof. Most of citizens are not eligible for ration supplies and hence don't have Ration Cards.
Is it not a harrasment to senior citizens and and adamant way to refuse the facility.
This complaint has even been submitted to The Collectors office. But as usual everyone is sleeping on it
